    Data, Research, and Campaigns Manager – Civic Engagement

    The National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund was established in 1981 to promote the participation of Latinos in the nation’s civic life. The NALEO Educational Fund carries out this mission by developing and implementing programs that promote the integration of Latinos into the American political system, providing assistance and training to the nation’s Latino elected and appointed officials, and conducting research and policy analysis on political access issues.

    The NALEO Educational Fund is a 501(c)3 non-profit organization governed by a 15-member Board of Directors and a 28-member Board of Advisors. Headquartered in Los Angeles, the NALEO Educational Fund maintains offices in Houston, Orlando, New York City and Washington D.C. It employs about 55 full-time staff with an annual budget of $9 million, and offers a competitive benefits package that includes generous vacation, sick leave, medical, dental, vision, life insurance and retirement coverage.

    The Data, Research, and Campaigns Manager plays a key role across multiple initiatives within the organization’s national civic engagement program. This position’s primary duties focus on the gathering, management, and analysis/interpretation of a broad array of internal and external data sets for program development, execution, and reporting. In addition, the Data, Research, and Campaigns Manager will directly manage key projects involving or relating to the use of program data; such as mass outreach efforts, program evaluation, technical training and assistance, and external product development.

    Responsibilities of the position in regards to voter engagement programming include but are not limited to GOTV campaign targeting, management, and evaluation; voter file maintenance and analysis; voter behavior modelling; leading trainings; program experiment development; maintaining online databases of voter information/protection calls; and compilation of demographic and political data. Citizenship and immigration program-related responsibilities include but are not limited to the gathering and analysis of immigration and naturalization data for research purposes; maintenance and analysis of naturalization applicant databases; and maintaining online databases of naturalization and immigration-related calls.

    The Data, Research, and Campaigns Manager will regularly produce written reports and verbal presentations; develop audience-appropriate and relevant data visualizations; and oversee statistical analysis of in-program experiments with the goal of program-application, informing public and/or policy dialogues, or fulfilling other mission-critical needs. The position requires independentplanning to ensure projects are delivered on time and with appropriate input; flexibility to efficiently handle time-sensitive requests and adapt to project changes; and commitment to accuracy in data analysis, writing, and maintenance of activity records. This is a full-time, exempt position based in Los Angeles (Washington DC possible) and reports to the Senior Director of Civic Engagement; compensation commensurate with experience.

    • Bachelor’s degree in a related field required, including verifiable academic record of advanced coursework in quantitative research
      methods/statistics. Graduate or doctoral degree strongly preferred.
    • Minimum of four years of professional or scholarly experience in political data analysis, campaign targeting, quantitative program
      evaluation/academic research, or a related field. Must have experience in data storage formats (e.g. fixed-width, delimited); advanced
      spreadsheet functionality (e.g. pivot tables, formula automation); and querying concepts.
    • Deep familiarity with statistics programs (e.g. SPSS, STATA), regression analysis, and decision trees preferred.
    • Experience with database technologies (e.g. SQL, cloud-based storage), relevant coding language (e.g. Python, PHP), mapping
      software (GIS), and/or visualization tools preferred.
    • Past political campaign experience preferred but not required.
    • Track record in effective collaboration, trouble-shooting, decision-making, and working in a fast-paced environment.
    • Ability to work respectfully with people from all cultural and socioeconomic backgrounds.
    • If a driver, must have a valid driver’s license and operate vehicles with auto insurance coverage.
